Yes.  Natural sunlight is comprised of the entire light spectrum.  Blue light generally promotes plant germination and elongation, while red light generally stimulates optimum flowering.  Regulating the light spectrum with LEDs based on the plant’s life cycle can actually promote faster growing, stronger plants than with natural sunlight.
